Amends the definition of "regularly scheduled school session" to mean the period of student instruction until final dismissal, removing references to lunch breaks.

Changes school zone speed limit enforcement period from 30 minutes to 1 hour before and after school sessions to not more than 30 minutes before and after, rounded to nearest 5-minute increment.

Removes requirement that permanent signs be posted at school superintendent's request to establish school zone speed limits.

Removes subsections allowing local authorities to adjust speed limits within school zones and allowing school superintendents to request extended school zones on state trunk line or county highways.

Deletes provision allowing schools with year-round sessions to request "Year-Round School" signage; consolidates sign requirements into single section requiring compliance with Michigan manual of uniform traffic control devices.

Bill's effectiveness is conditioned on simultaneous enactment of House Bills 5962, 5963, 5964, and 5966.
