Requires all electric meters installed after January 1, 2018 to record hourly or more frequent usage data, and all meters in use by regulated providers after January 1, 2021 must record usage in 1-hour intervals plus outage information and power quality parameters.

Establishes metering data ownership with current customer of record, requires distribution utilities to retain data for 5-7 years and provide it through website access, and mandates annual usage reports showing consumption relative to weather and other factors.
