Removes the current "winner-take-all" system for Michigan presidential electors and replaces it with a proportional allocation method based on statewide popular vote.

Allocates one-half of Michigan's presidential electors plus one additional elector to the candidate receiving the most statewide votes for president.

Grants one additional presidential elector to the leading candidate for every 1.5% of the statewide popular vote received above 50%, subject to a cap on total electors allocated.

Allocates any remaining presidential electors to the candidate receiving the second-most statewide popular votes for president.

Requires each political party to select candidates for electors at its fall state convention and certify them to the Secretary of State within one business day after the convention concludes.
