House Bill 5977 Summary

• Prohibits counties, townships, cities, villages, and other local political subdivisions from adopting or enforcing community benefits ordinances that require contractors or developers to meet specified wage, benefit, or leave time requirements in exchange for economic development incentives.

• Bars local governments from establishing any ordinance, policy, or resolution requiring employers to provide minimum wages, particular benefits, specified paid or unpaid leave time, or prevailing wage payments to their employees.

• Declares that employee wages and benefits are matters of state concern and outside the regulatory authority of municipalities unless expressly delegated by the state.

• Allows local governments to enforce federal and state law requirements and to establish wage and benefit standards for their own employees.

• Voids any community benefits ordinance or related ordinance, policy, or resolution adopted in violation of this act.
