Amends the definition of "eligible electric generator" to clarify that methane digesters and renewable energy systems are limited to 150 kilowatts for renewable systems and 550 kilowatts for methane digesters at a single site.

Expands the definition of "energy efficiency" to include decreases in electricity or natural gas consumption through geothermal systems (including ground source, reclaimed water, or groundwater).

Adds "thermal energy produced by a geothermal heat pump" as a renewable energy resource eligible under the state's clean energy act.

Modifies references to "energy optimization plan" approval to reference section 73 instead of section 71.

Clarifies that "renewable energy credit standard" references section 27(3) of the act regarding minimum renewable energy portfolio requirements.
