Amends the District Library Establishment Act to change public notice requirements for municipalities seeking to withdraw from a district library, effective January 1, 2015.

Before January 1, 2015, notice of withdrawal elections must be published in a newspaper of general circulation at least 10 days before the election; beginning January 1, 2015, notice must use tier B public notice under the Local Government Public Notice Act at least 14 days before the election.

Municipalities with an active district library tax may withdraw by adopting a resolution at least 2 months before their next scheduled election, with the withdrawal date at least 6 months after that election, subject to voter approval and payment of all outstanding obligations.

Municipalities without an active district library tax may withdraw by adopting a resolution with a withdrawal date at least 1 year after resolution adoption, without requiring voter approval.

Authorizes the state librarian to initiate dissolution proceedings for district libraries that fail to qualify for state aid, have not held board meetings in 12 months, or lack funding to provide adequate services.
