Amends 1976 PA 39 to modify notification requirements for appropriations of funds to private organizations for services to older persons.

Before January 1, 2015, notification of appropriations must be published in a newspaper of general circulation within 10 days following governing body approval, specifying the terms of appropriation.

Beginning January 1, 2015, notification requirements shift to tier B public notice under the local government public notice act, with notice to be published within 10 days of governing body approval.

Requires appropriations for services to older persons to be approved by a majority of the governing body members, with terms maintained as public record in the official proceedings journal.

Bill effectiveness is contingent upon the enactment of House Bill No. 5560 of the 97th Legislature.
