Changes "which" to "that" in section 5 for grammatical consistency in describing law enforcement agency duties.

Requires law enforcement agencies to return seized animals to owners unless the owner refuses to make reparation under section 3.

Beginning January 1, 2015, replaces newspaper notice requirements with tier B public notice under the local government public notice act for notifying the public of seized animals and public auctions.

Reduces the advance notice period for public auctions from 21-30 days to 14-30 days when using tier B public notice starting January 1, 2015.

Allows animals sold at public auction to be redeemed within 3 months if the owner pays the sale price plus reasonable compensation for animal care and keeping.

Makes this act contingent on the enactment of House Bill No. 5560 of the 97th Legislature.
