Amends Section 1101 of the Michigan Liquor Control Code to allow sale of spirits and mixed spirit drinks for on-premises consumption in restaurants, hotels, and approved establishments, in addition to beer and wine.

Requires cities, villages, or townships to approve such sales by majority vote resolution or through a voter petition signed by at least 35% of registered electors based on votes cast in the last relevant election.

Before January 1, 2015, requires the clerk to publish notice of petition filing in a newspaper; beginning January 1, 2015, requires tier B public notice under the local government public notice act.

Question must be submitted at the next regular state election if petition is filed at least 60 days before the election, with voting, counting, and canvassing conducted like standard city/village/township elections.

Allows resubmission of the question within 18 months if a prior election results in a tie vote, and prohibits legislative bodies from using this section to nullify referendum results.
