Amends the transient merchant licensing law to change violation penalties from a misdemeanor with a fine of $1,000 or 10% of impounded property value (whichever is greater) plus court costs.

Requires county sheriffs or local law enforcement to impound goods and conduct public sales when transient merchants operate without proper licenses, with proceeds applied to fines and court costs.

Changes public notice requirements for impounded goods sales: before January 1, 2015, notice must be published in a newspaper of general circulation at least 5 days before the sale; beginning January 1, 2015, tier B public notice under the local government public notice act must be provided at least 14 days before the sale.

Allows transient merchants to recover impounded goods before adjudication by paying $1,000 or the property value (whichever is greater) in cash or by security bond.

Takes effect only if Senate Bill No. ____ or House Bill No. 5560 is enacted into law.
