Allows township boards to contract with corporations for the purchase of water for public, municipal, or other purposes, and to acquire physical properties of water corporations under terms the board considers just and proper.

Requires township boards to pass a resolution declaring intent to proceed and enter into water contracts, with the resolution setting forth substantially the terms and provisions of the proposed contract.

Mandates a public hearing within 20 days after passage of the resolution, with notice provided at least 10 days prior via newspaper publication and posting in 3 public places (prior to January 1, 2015) or tier B public notice under the local government public notice act (beginning January 1, 2015).

Requires a 2/3 majority vote of township board members-elect to pass an ordinance adopting the water contract provisions, with the ordinance becoming effective within 30 days of publication unless a referendum petition signed by 10% of registered township electors is filed within 30 days.

Allows water contracts to be effective for a period not exceeding 50 years; bill does not take effect unless House Bill No. 5560 of the 97th Legislature is enacted into law.
