Requires township ordinances to contain a provision stating when they take effect.

Ordinances imposing sanctions must take effect 30 days after first publication or posting; ordinances without sanctions take effect the day after publication or posting or on a date specified in the ordinance.

Beginning January 1, 2015, townships must provide tier B public notice under the local government public notice act instead of publishing in newspapers, though copies must remain available for public inspection at designated township locations.

Allows ordinance summaries to be drafted by the ordinance drafter, township board, or planning commission in clear, nontechnical language with catch lines for each section.

Restricts townships from enforcing provisions adopted by reference from state statutes where maximum imprisonment exceeds 93 days, with an exception allowing adoption of Michigan Vehicle Code section 625(1)(c) as a misdemeanor punishable by up to 360 hours community service, 180 days imprisonment, or fines of $200-$700.
