Amends the community swimming pool authorities law to change public notice requirements from newspaper publication to "tier B public notice" through the local government public notice act, effective January 1, 2015.

Requires articles of incorporation and amendments to be provided with a link through tier B public notice rather than published in newspapers, with notice to be provided before adoption.

Changes withdrawal election notice requirements from newspaper publication to tier B public notice with a link, to be provided at least 10 days before the next regularly scheduled municipal election.

Maintains existing requirements for authority establishment, board adoption of articles by majority vote, filing with secretary of state, and municipal withdrawal procedures.

Bill is contingent on enactment of Senate Bill [number not specified] or House Bill 5560 of the 97th Legislature.
