MI HB6012

Amends the Municipal Water Supply System Authority Act (1952 PA 196) to allow any combination of 2 or more cities, villages, or townships to incorporate an authority for acquiring, owning, or operating water supply systems.

Requires articles of incorporation to be published in a designated newspaper circulating within the authority before January 1, 2015, and thereafter provide tier B public notice with a link to the articles through the local government public notice act.

Mandates certified printed copies of articles of incorporation be filed with the secretary of state and county clerk; authority becomes effective as stated in articles and validity is conclusively presumed unless challenged in court within 60 days of filing.

Articles of incorporation must specify the authority's name, constituent cities/villages/townships, purposes, powers, duties, limitations, governing body selection method, and officers/employees.

Allows cities, villages, or townships not originally joining an authority to become constituent members through amendment to articles of incorporation, adopted by legislative bodies of both the joining municipality and all existing constituent municipalities.
