Amends the Public Transportation Authority Act (1963 PA 55) to change publication requirements for articles of incorporation from newspaper publication to "tier B public notice" under the Local Government Public Notice Act, effective January 1, 2015.

Allows cities with populations not exceeding 300,000 to incorporate public authorities to acquire, own, or operate mass transportation systems within their boundaries.

Permits public authorities created before July 18, 1983 to continue operating in the same political subdivisions where they operated before that date, with those subdivisions considered members of the authority.

Requires state guarantee of workers' disability compensation claims under 1969 PA 317 (MCL 418.101-418.941) for authorities approved as self-insurers, with the state entitled to a first-priority lien on authority assets to satisfy such claims.

Contains contingency clause: the bill takes effect only if Senate Bill No. ___ or House Bill No. 5560 is enacted into law.
