Amends the Public Transportation Authority Act to change publication requirements for articles of incorporation from newspaper publication to "tier B public notice" with a link under the local government public notice act, effective January 1, 2015.

Requires articles of incorporation to be published in newspapers before January 1, 2015, but switches to online tier B public notice starting January 1, 2015.

Updates amendment procedures for articles of incorporation when political subdivisions join a public authority after formation, applying the same tier B public notice requirement beginning January 1, 2015.

Changes language regarding the validity of incorporation from "shall be conclusively presumed" to "is conclusively presumed" unless challenged in court within 60 days of publication.

Ties the bill's effectiveness to the enactment of Senate Bill No. ___ or House Bill No. 5560 (request no. 03796'13) of the 97th Legislature.
