Two or more municipalities may incorporate an authority to provide emergency services by adopting articles of incorporation endorsed by appropriate municipal officials.

Before January 1, 2015, articles of incorporation must be published in a designated newspaper circulating within the authority's territory; beginning January 1, 2015, tier B public notice with a link to the articles shall be provided under the local government public notice act.

A certified printed copy of the articles of incorporation containing the publication or posting date and place must be filed with the secretary of state for the authority to become effective.

Any county, city, village, or township may join an existing authority by amendment to its articles of incorporation, requiring approval from the legislative bodies of the joining municipality and all existing authority members.

This bill takes effect only if Senate Bill No. ____ or House Bill No. 5560 is enacted into law.
