Amends the Metropolitan Councils Act to change public notice requirements for articles and amendments of metropolitan area councils, metropolitan region councils, and metropolitan arts councils.

Before January 1, 2015, requires notice by publication in newspapers; beginning January 1, 2015, requires "tier B public notice" with a link under the Local Government Public Notice Act.

Lowers the population threshold in Section 49 from 2,000,000 to 1,500,000 persons for qualified counties to be excluded from receiving net revenues collected within their counties.

Clarifies withdrawal procedures for local governmental units and qualified counties/cities from councils, including continuing obligations for unpaid debts and continued service provision until obligations are satisfied.

Bill effectiveness is contingent on enactment of House Bill No. 5560 of the 97th Legislature.
