Amends the 1949 Neighborhood Area Improvement Act to update public notice requirements for neighborhood betterment plans in cities, villages, and townships.

Changes notice procedures effective January 1, 2015 from newspaper publication to "tier B public notice" under the Local Government Public Notice Act, while maintaining the 30-day advance notice requirement.

Requires property owners in neighborhood areas to receive mailed notice at least 15 days before public hearings on betterment plans, using assessor records for addresses.

Updates the zoning board of appeals hearing process for minor deviations from betterment plans to use tier B public notice at least 10 days in advance, effective January 1, 2015.

Makes the act contingent on enactment of House Bill 5560, which addresses related public notice requirements under the Local Government Public Notice Act.
