Amends the Empowerment Zone Development Corporation Act (1995 PA 75) to modify public notice requirements for incorporating empowerment zone development corporations in municipalities.

Through December 31, 2014, requires notice of incorporation hearings to be published in a newspaper of general circulation and posted in at least 10 conspicuous public places within the designated empowerment zone, with notice given at least 10 days before the hearing.

Beginning January 1, 2015, requires municipalities to provide "tier B public notice" as defined in the Local Government Public Notice Act instead of newspaper publication and posting requirements.

Maintains existing requirements that at least 3 persons must apply to incorporate a corporation in municipalities with less than 900,000 population, or that a majority of an empowerment zone coordinating council must designate applicants in municipalities with 900,000 or more population.

Takes effect only if Senate Bill No. ____ or House Bill No. 5560 is enacted into law.
