Changes public notice requirements for zoning hearings and ordinances from newspaper publication to "tier B public notice" under the Local Government Public Notice Act for hearings conducted after December 31, 2014, while maintaining newspaper publication for notices before that date.

Requires website posting of hearing notices to include the 14 days immediately before the hearing when website posting is required under the Local Government Public Notice Act.

Removes requirement that zoning commission give newspaper notice of regular meetings and instead subjects the commission to the Michigan Open Meetings Act.

Modifies notice of ordinance adoption to use tier B public notice with a link under the Local Government Public Notice Act after December 31, 2014, replacing the previous newspaper publication requirement.

Makes notice of adopted amendments to require only a summary of regulatory effects and geographic area affected, rather than allowing either a summary or full text of the amendment.

Effective only if House Bill No. 5560 of the 97th Legislature is enacted into law.
