Modifies school millage election registration notices to require tier B public notice instead of single newspaper publication, with the 5-day advance notice requirement remaining unchanged.

Updates election notice requirements for time, place, offices, and ballot proposals from newspaper publication to tier B public notice with website links, and changes primary election cancellation notices to tier C public notice.

Revises electronic tabulating equipment test notices and election result statements to use tier C public notice instead of newspaper publication, while maintaining 48-hour advance notice for equipment testing.
