Amends the 1931 Public Act 246 governing construction and maintenance of pavements, sidewalks, and elevated structures to modernize public notice requirements effective January 1, 2015.

Replaces traditional newspaper publication and posting requirements with tier A public notice under the Local Government Public Notice Act for hearings on proposed improvements and special assessment districts (minimum 10 days before hearing).

Changes tier B public notice requirements for letting contracts on construction projects under the Local Government Public Notice Act (minimum 10 days before contract letting date).

Requires commissioners to hold hearings on objections to proposed improvements within 60 days of petition filing, with mandamus enforcement available if deadline is missed.

Allows commissioners to make changes up to 10% of project estimate without additional notice; changes exceeding 10% require a new hearing with full notice procedures.
