Amends the county charter election process to require "tier A public notice" under the local government public notice act beginning January 1, 2015, replacing previous newspaper publication and posting requirements.

Requires the county clerk to transmit certified copies of charter-related resolutions to city, village, and township clerks within 3 business days of passage.

Specifies that before January 1, 2015, traditional newspaper publication and precinct posting requirements remain in effect; after January 1, 2015, electronic public notice via the local government public notice act becomes the standard method.

Applies notice requirements to both charter commission elections (Section 7) and proposed charter approvals (Section 17), with similar timelines of 10 days for elections and 2-4 weeks for charter publication.

Contingent on the enactment of Senate Bill (number not specified) or House Bill 5560 from the 97th Legislature.
