Amends the County Public Improvement Act of 1939 to revise requirements for public notice when a unit of government contracts under section 5a.

Before January 1, 2015, requires notice published in a newspaper of general circulation; on or after January 1, 2015, requires tier A public notice under the Local Government Public Notice Act.

Notice must state: that a resolution authorizing contract execution was adopted, the contract's purpose, source of payment, right of referendum, and any other information the governing body determines necessary to inform interested persons.

Contracts may be executed without voter approval but do not become effective until 45 days after notice publication or posting; a referendum is required if petitioned by at least 10% or 15,000 registered electors (whichever is less) within the 45-day period.

Takes effect only if Senate Bill No. ____ or House Bill No. 5560 is enacted into law.
