Amends the General Law Village Act to update public notice requirements by referencing the Local Government Public Notice Act and Open Meetings Act instead of newspaper publication methods.

Changes village council meeting notice requirements from newspaper publication to "tier B public notice" beginning January 1, 2015, while maintaining newspaper publication as the method before that date.

Updates ordinance publication requirements to use "tier B public notice" with online links beginning January 1, 2015, replacing the previous requirement to publish in newspapers or post in public places.

Modifies special assessment and boundary change notice procedures to use "tier A public notice" under the Local Government Public Notice Act beginning January 1, 2015, replacing newspaper publication and public posting methods.

Contains a tie-bar provision making the bill effective only if House Bill 5560 of the 97th Legislature is enacted into law.
