Amends the Home Rule Village Act to replace traditional newspaper publication and public posting requirements with "tier A public notice" under the Local Government Public Notice Act, effective January 1, 2015.

Requires county clerks to transmit certified copies of incorporation petitions and resolutions to affected municipal clerks within 3 days, with notice of elections provided through tier A public notice rather than weekly newspaper publications and postings at 10 public places.

Modifies charter commission election and charter adoption procedures to use tier A public notice (2-4 weeks before election) instead of newspaper publications and public postings (2 weeks minimum before election).

Updates charter amendment procedures to clarify that amendments may be initiated by a 2/3 legislative vote or by petition from 20% of electors voting in the last presidential election, with submission requirements aligned to tier A public notice standards.

Makes technical corrections to language throughout the act and conditions the amendment's effectiveness on the enactment of HB 5560 or a Senate bill establishing the Local Government Public Notice Act.
