Changes charter amendment and rapid transit system proposal notifications from newspaper publication to tier A public notice with links, effective January 1, 2015.

Updates water/sewage system rate hearing notices from newspaper publication to tier A public notice through the Local Government Public Notice Act, while maintaining the 120-day advance notice requirement.

Modifies charter commission election and proposed charter notices to use tier A public notice instead of newspaper publication, effective January 1, 2015, while maintaining 2-4 week advance notice periods.
