Amends the Metropolitan District Act to modify how county clerks must publish notice of proposed district charters and elections before January 1, 2015 versus after that date.

Before January 1, 2015, requires the county clerk to publish the proposed charter in one or more newspapers at least 2-4 weeks before the election and post notice in at least 10 public places within each municipality in the district at least 10 days before the election.

Beginning January 1, 2015, requires the county clerk to provide tier A public notice under the Local Government Public Notice Act with a link to the proposed charter, 2-4 weeks before the election, replacing newspaper publication requirements.

Removes language specifying that the charter election notice shall address voting on charter adoption and election of officers, making this a separate provision.

Changes charter commission language from "shall have" to "has" authority to study the proposed district area and submit recommendations to amend municipal resolutions.

Takes effect only if House Bill No. 5560 is enacted into law.
