Amends 1961 PA 120 to modify public notice requirements for business improvement zones, changing newspaper publication requirements to "tier A public notice" under the local government public notice act beginning January 1, 2015.

Requires city or village clerks to notify property owners of zone elections by first-class mail at least 28 days before the election.

Through December 31, 2014, maintains requirement to publish election notice in a newspaper of general circulation 7 to 21 days before the scheduled election date.

Establishes a 49-day maximum timeline for clerks to set an election after the governing body approves a business improvement zone and zone plan.

Takes effect only if Senate Bill No. ___ or House Bill No. 5560 is enacted into law.
