Amends the Downtown Development Authority Act (1975 PA 197) to modify public notice requirements for downtown development authority proceedings, effective only if House Bill 5560 is enacted.

Through December 31, 2014, requires notice of public hearings to be published twice in a newspaper of general circulation and posted in at least 20 conspicuous public places; beginning January 1, 2015, requires tier A public notice under the Local Government Public Notice Act instead.

Beginning January 1, 2015, requires tier A public notice for adopted ordinances creating downtown development authorities and tier B public notice for development area citizens council meetings, replacing newspaper publication requirements.

Modifies annual tax increment financing account reporting requirements to use tier A public notice under the Local Government Public Notice Act beginning January 1, 2015, instead of newspaper publication.

Maintains existing notice requirements for mailing hearing notices to property taxpayers and governing bodies of taxing jurisdictions that would be subject to tax capture, with changes to use certified mail beginning June 1, 2005.
