Changes public notice requirements for enterprise zone hearings, replacing newspaper publication requirements with "tier A public notice" under the Local Government Public Notice Act effective January 1, 2015.

Requires notice of enterprise zone establishment hearings to be mailed to property owners of record in the proposed zone not less than 20 days before the hearing.

Updates notice procedures for comprehensive development plan hearings to use tier A public notice (instead of newspaper publication) effective January 1, 2015, with notice to property owners mailed at least 20 days before the hearing.

Maintains prior notice requirements through December 31, 2014 (newspaper publication twice, 20-40 days before hearings) before transitioning to the new tier A notice system.

Bill's effectiveness is contingent upon enactment of HB 5560 or Senate Bill No. ___ of the 97th Legislature.
