Amends the Local Development Financing Act to change public notice requirements for local development authorities beginning January 1, 2015, from newspaper publication to "Tier A public notice" as defined in the Local Government Public Notice Act.

Requires notice of public hearings for authority creation to be provided at least 20 days before the hearing, with the new notice method applicable to hearings held on or after January 1, 2015.

Maintains existing notice requirements for hearings held through December 31, 2014, which require publication twice in newspapers of general circulation not less than 20 nor more than 40 days before the hearing.

Applies the same Tier A public notice requirement changes to development plan and tax increment financing plan hearings under Section 16, effective January 1, 2015.

Contains a tie-bar provision making the act contingent on enactment of HB 5560 or Senate Bill No. ___ of the 97th Legislature.
