Department must determine within 15 days whether a petition meets requirements and return non-compliant petitions with a statement of reasons.

Public hearing on petitions must be held 30-45 days after filing in the county where the proposed authority district is located.

Through December 31, 2014, hearing notice requires two newspaper publications in the township; beginning January 1, 2015, tier A public notice under the local government public notice act applies, at least 10 days before the hearing.

Special assessment hearing notices must be mailed to township clerks and affected property owners at least 10 days in advance; through December 31, 2014, newspapers must publish notice twice, and beginning January 1, 2015, tier A public notice applies.

Bill takes effect only if Senate Bill No. ___ or House Bill No. 5560 is enacted into law.
