Amends the Corridor Improvement Authority Act to revise public notice requirements for creating authorities and approving development plans.

Through December 31, 2014, maintains existing notice requirements of publication in newspapers twice, posting in at least 20 public places, and mailing to property taxpayers and taxing jurisdictions at least 20 days before hearings.

Beginning January 1, 2015, replaces newspaper publication with "tier A public notice" under the local government public notice act for authority creation hearings and "tier B public notice with a link" for development plan hearings.

Requires municipalities entering interlocal agreements with adjoining municipalities to jointly operate authorities to submit copies to the state tax commission within 60 days, including plans to coordinate inspections, address zoning conflicts, and implement timelines.

Takes effect only if House Bill No. 5560 of the 97th Legislature is enacted into law.
