Amends the Neighborhood Improvement Authority Act to change public notice requirements for authority creation and development plan hearings, transitioning from newspaper publication to the local government public notice act starting January 1, 2015.

Through December 31, 2014, requires notice of public hearings to be published twice in newspapers of general circulation and posted in at least 20 public places at least 20 days before hearings; beginning January 1, 2015, requires tier A public notice under the local government public notice act.

Requires governing bodies to mail notice of hearings to property taxpayers and affected taxing jurisdictions at least 20 days before hearings, with failure to receive notice not invalidating proceedings.

For development plan hearings, notice must include descriptions of the proposed development area, availability of maps and plats for public inspection, and a statement that all aspects of the plan will be open for discussion.

Authority duration is limited to 30 years from creation, with possible extensions by resolution if the purposes for which it was created still exist; takes effect only if HB 5560 is enacted.
