Removes requirement that cemetery board proceedings apply only to "public" cemeteries, making the law applicable to all cemeteries.

Changes language from "laws, rules, and regulations" to "any ordinance or regulation" relating to care and maintenance of burial spaces.

Establishes different notice procedures based on hearing date: hearings before January 1, 2015 require three weeks of newspaper publication with first notice at least 30 days before hearing; hearings after December 31, 2014 require Tier A public notice under the local government public notice act with first publication 14-30 days before hearing.

Simplifies language to "owner's failure to care for and maintain" the burial space, removing "and neglect" language throughout the section.

Makes bill contingent on House Bill 5560 of the 97th Legislature being enacted into law.
