Amends Michigan's county road law to replace outdated public notice requirements with references to the Michigan Election Law and Local Government Public Notice Act, effective January 1, 2015.

Allows counties with 12 or fewer surveyed townships to appoint rather than elect county road commissioners, and permits appointed boards to be dissolved and their powers transferred to the county board of commissioners with voter approval.

Establishes procedures for county boards to conduct public hearings before altering the number of road commissioners, with at least 28 days' notice required.

Updates permit requirements for work within county road rights-of-way, capping government entity permit fees at $300 per permit or $1,000 total per project, and requires detailed cost accounting for all permit work.
