Amends the Michigan Promise Zone Act to revise public notice requirements for governing bodies proposing to establish promise zones for postsecondary education access.

Before January 1, 2015, notice must be published twice in a newspaper of general circulation 20-40 days before the hearing.

Beginning January 1, 2015, notice must follow the Local Government Public Notice Act for Tier A public notice, provided 14-30 days before the hearing.

Department of Treasury reviews applications on a first-come, first-served basis and certifies no more than 10 eligible entities to establish promise zones.

Local school districts may opt out of a governing body's promise zone within 90 days by establishing a separate promise zone, or Treasury may include them in the entity's zone if they fail to establish one within a reasonable timeframe.
