Amends MCL 425.108 (Section 8 of 1911 PA 163) regarding mine inspector duties and powers in Michigan.

Revises language to require mine inspectors to visit all mines in their county at least every 60 days and conduct close inspections to identify dangerous conditions.

Changes notice procedures for abandoned or idle mines by replacing newspaper publication requirements with a reference to the local government public notice act (Tier A public notice) effective January 1, 2015.

Requires mine owners to erect and maintain fences or railings around mine shafts and open pits within 30 days of notice; if they fail to do so, the mine inspector may construct them and seek reimbursement from the county.

Ties the effective date of this bill to the enactment of House Bill No. 5560 of the 97th Legislature.
