Amends Section 42 of the Michigan Energy Employment Act of 1976 to revise public notice requirements for municipal contracts pledging full faith and credit to joint agencies.

Before January 1, 2015, requires notice of contract authorization to be published in a newspaper of general publication in the municipality.

Beginning January 1, 2015, requires notice to be provided as "tier A public notice" under the Local Government Public Notice Act, including specified information about the contract, its purpose, payment source, and referendum rights.

Maintains existing provisions allowing contracts to become effective after 45 days unless a petition signed by at least 10% or 15,000 registered electors (whichever is lesser) requests a referendum within that period.

Takes effect only if House Bill 5560 of the 97th Legislature is enacted into law.
