Changes county clerk notice requirements for 9-1-1 service plan hearings from twice-published newspaper notices to tier A public notice with a link under the local government public notice act, effective January 1, 2015.

Requires the notice to be provided at least 30 days before the hearing and include the hearing time/date/place, service district boundaries, and information about state and county 9-1-1 charges.

Updates public agency withdrawal procedures for 9-1-1 service districts to use tier A public notice with a link instead of twice-published newspaper notices, effective January 1, 2015.

Maintains the requirement that public agencies provide at least 30 days' written notice to the county clerk and other public agencies before conducting a withdrawal hearing.

Requires the bill to take effect only if House Bill 5560 of the 97th Legislature is enacted into law.
