Increases the training hourly wage for employees under 20 years of age from $4.25 to $6.25 per hour during the first 90 days of employment.

Changes the age threshold for the reduced minimum wage provision from under 18 years to under 20 years of age.

Establishes that employees under 20 years old must receive 85% of the general minimum hourly wage or the federal minimum wage, whichever is greater, except during the first 90 days of employment.

Prohibits employers from displacing existing employees (through termination, hour reductions, wage cuts, or benefit reductions) to hire individuals at the lower training wage.

Subjects employers who violate the displacement prohibition to civil fines of up to $1,000.
