Expands immunity from tort liability for medical care or treatment provided in state facilities to include veteran nursing homes owned or operated by the Department of Military and Veterans Affairs.

Adds definitions for "veteran nursing home," "search and rescue operation," "search and rescue operation medical assistant," "tactical operation," and "tactical operation medical assistant" to clarify immunity protections.

Grants immunity to uncompensated search and rescue operation medical assistants and tactical operation medical assistants for care or treatment provided during their service.

Maintains existing governmental immunity protections for officers, employees, volunteers, and board members acting within the scope of their authority while engaged in governmental functions, except in cases of gross negligence.

Preserves limitations on immunity, including exceptions for intentional torts and liability under the MISS DIG underground facility damage prevention and safety act.
