• Amends the Michigan Natural Resources Trust Fund to remove the $500 million accumulated principal cap and instead adjust the cap annually based on Detroit-area consumer price index.

• Redirects excess revenues from the Natural Resources Trust Fund (beyond the adjusted cap) to the Michigan Parks and Recreation Endowment Fund instead of the general fund.

• Modifies the Parks and Recreation Endowment Fund to allow expenditures for operations, maintenance, capital improvements, and land acquisition at state parks (up to 50%), infrastructure on public recreation land (up to 25%), and reinvestment in the endowment corpus (up to 25%).

• Removes the $800 million cap on the Parks and Recreation Endowment Fund's accumulated principal, instead adjusting it annually using the Detroit consumer price index.

• Takes effect only upon passage of a companion constitutional amendment (Senate Joint Resolution or House Joint Resolution RR).
