Amends section 80159 of the Natural Resources and Environmental Protection Act to require permits for placing beacons or buoys (other than mooring buoys) in Michigan state waters, with exceptions for safety and navigation purposes.

Allows homeowners associations bordering the Great Lakes or connecting waterways to request temporary permits valid June 1 through September 30 for placing buoys that mark designated bathing areas.

Restricts designated bathing areas under temporary permits to not extend beyond 200 feet from the shoreline, with temporary permits valid for 1 year and renewable annually.

Authorizes the department to order removal of unpermitted buoys or beacons and to revoke permits if buoys are improperly placed, serve no current purpose, or don't conform to state marking standards.

Allows the department to remove non-compliant buoys at the permit holder's expense, with removal costs recoverable through court action.
