Creates the Michigan Automobile Insurance Fraud and Theft Prevention Authority effective January 1, 2016, housed within the Michigan Automobile Insurance Placement Facility, with a 15-member board including insurer representatives, law enforcement, prosecutors, and public members.

Requires automobile insurers and self-insurers to pay annual assessments to the authority based on their car years written, with amounts determined by the facility's plan of operation and minimum $6,000,000 annually allocated for automobile theft prevention programs.

Establishes authority powers to provide financial support to law enforcement, prosecution, and other agencies for programs reducing automobile insurance fraud and theft, including offering rewards for successful prosecutions.

Modifies no-fault insurance law regarding subrogation and reimbursement, prohibiting claimants' insurers from seeking reimbursement from tort recoveries for noneconomic losses and certain other damages, while requiring equal sharing of net recovery when reimbursement would disadvantage the tort claimant.

Requires insurers to report automobile insurance fraud data to the authority and mandates biennial reporting to the legislature on theft, fraud statistics, prevention programs, and cost impacts.
