Urges the United States President to request the Secretary of State invoke the International Joint Commission under the 1909 Boundary Waters Treaty to evaluate Ontario Power Generation's proposed underground nuclear waste repository at Bruce Nuclear Generating Station, located less than one mile from Lake Huron.

Expresses concern that a radioactive waste facility so close to the Great Lakes shoreline could damage the lakes' ecology and threaten the drinking water, fisheries, tourism, and recreation resources relied upon by tens of millions of United States and Canadian citizens.

References Michigan Public Act 204 of 1987, which prohibits siting radioactive waste facilities containing similar waste types within 10 miles of the Great Lakes or connecting waterways, and cites Michigan Constitutional provisions requiring legislative protection of public health and natural resources.

Urges other Great Lakes states and Canadian provinces to adopt protective regulations and petition their respective federal governments to engage the International Joint Commission to evaluate the proposed repository and similar facilities.

Directs copies of the resolution be transmitted to the President, Secretary of State, Congress leaders, Michigan congressional delegation, and governors/premiers of Illinois, Indiana, Minnesota, New York, Ohio, Pennsylvania, Wisconsin, Ontario, and Quebec.
