Urges federal and state administrations to adopt an expanded best value contracting model for Detroit infrastructure projects, including the New International Bridge Crossing, Continental Rail Gateway, International Port, Woodward Avenue M-1 Streetcar, and the city's new sports arena, as well as road and bridge repair and blight removal projects.

Requires best value contracting evaluation to include quality of life factors such as air quality monitoring, pollution mitigation, construction noise monitoring, traffic and congestion mitigation, and construction damage limitation plans.

Requires consideration of local economic development and job expansion factors including contractor use of local supply chains, local contractors, local skilled workers, local non-skilled workforce development programs, and workplace safety plans.

Directs transmission of the resolution to the President of the United States Senate, Speaker of the United States House of Representatives, Governor of Michigan, and Michigan's congressional delegation.
