Honors Representative Philip M. Cavanagh for his service to Detroit, Redford Township, and Michigan, including advocacy for mental health issues across the state.

Recognizes Cavanagh's education including degrees from Aquinas College (business administration and accounting), University of Detroit Mercy (MBA and law degree), and four terms on the Wayne County Commission focused on mental health and children's services.
